Barbara Briggs opened Briggs Business Consulting in 1996, after many years working with nonprofits and governments. She brings over 30 years of experience working with and consulting for nonprofits and governments. She has recently done work for the private for profit sector as well. Her work includes positions as County Accountant, Marketing Director and Executive Director. She has consulted with varied nonprofits, tribal organizations and regional and state-wide government entities. Barbara's diverse understanding of organizational workings makes her a great resource for board development and strategic planning. She has facilitated small group decision making, as well as large group public forums.

Barbara served a four year term as an elected Commissioner for Hood River County; as Commissioner she also served on many regional Boards including the Mid Columbia Council of Governments, Mid Columbia Economic Development District, and the Mid Columbia Center for Living.

EXECUTIVE DIRECTOR, United Way of Hood River County/United Way of the Columbia Gorge: (March 2005 – December 2006) Responsible for all operations of local United Way organization.Instrumental in coordination of consolidation with United Way of Klickitat Skamania and Mid-Columbia United Funds effective July 1, 2006.

WORK-NET COORDINATOR:(July 2000 - June 2001) Coordinate all activities of the Region Nine Workforce Investment Board. Facilitate continuing collaboration and the spirit of partnership among service providers, local elected officials, and the customers of the Work-Net One-Stop system.Coordinate outreach and communication with business, labor and other workforce components of the community.Maintain working relationships with local elected officials and public sector partners. Establish and maintain ongoing communications with statewide network of Workforce Investment Act partners and One-Stop operators.

OUTREACH COORDINATOR: (April 1999 - September 2000) Contract position with the Oregon State Independent Living Council to provide outreach and public awareness education regarding independent living philosophy and programs for people with disabilities within the state of Oregon. Responsible for promotion of independent living philosophy statewide to increase consumer control in service direction.

EXECUTIVE ASSISTANT:(August 1995 - September 1999) Contract position with the Oregon State Independent Living Council, providing executive and administrative services.Duties included coordination of meetings, retreats and conference calls; set up and maintenance of administrative, program and financial records; preparing general correspondence; establishment and oversight of grant and reporting process for Independent Living Centers and special projects; monitoring state and federal legislation; other executive and administrative functions as needed.

 

PERTINENT EMPLOYMENT EXPERIENCE:

COMMISSIONER, DISTRICT 1: Hood River County Board of Commissioner ,601 State Street, Hood River, OR. Elected public official serving with four other commissioners as the governing board for Hood River County. Four year term began on January 2, 2007 ended December 31, 2010. As commissioner I also served on many boards, councils and committees, including Mid Columbia Council of Governments, Mid Columbia Economic Development District, Association of Oregon Counties, and Hood River County Visitors Council.

ASSISTANT COORDINATOR:Clark County Dept. of Community Services, Developmental Disabilities DivisionVancouver, WA. Worked with providers of vocational and other services to coordinate programs for people with developmental disabilities.Primary responsibility to facilitate agreement between private contract providers, the county, and state case managers.Attended monthly vendor meetings and belonged to various advocacy groups in Clark County.Facilitated establishment of provider group for Clark County, creating a forum for innovation in services and constructive resolution of conflicts

EXECUTIVE DIRECTOR:Columbia Gorge Center Hood River, OR. Chief executive for non-profit provider of vocational and residential services for adults with disabilities.Responsible for $2.2 million annual budget and staff of over 70 employees.Maintained liaison between Board of Directors and the organization.Maintained ongoing program of public relations, grant writing and fund raising.Coordinated and directed activities of the organization in accordance with Board policy.Prepared and maintained policies on personnel and operations.

COUNTY ACCOUNTANT: Morrow County Heppner, OR. Department head position.Responsible for operations of accounting office and supervision of staff.Accounted for all budget expenditures for County-operated funds totaling over $5 million. Prepared budget reports, payroll (100+) and accounts payable for all County departments.

RURAL COORDINATOR:East Central Ore. Assoc. of Counties, Pendleton, OR. Coordinated all phases of employment training programs dealing with groups from 15 to 70 years of age.Carried an average caseload of 60 clients. Provided employment counseling which included career development, resume writing and job search.Developed training and work sites.
